How to develop defence capabilities, technology and maintain common security
Important questions on defense capabilities, securing the supply chain and strategy were discussed this week when The Norwegian Defence Research Establishment (FFI) invited to a breakfast meeting on closer integration between the Norwegian and American defense industry within the National Technology Industrial Base (NTIB).
“National Armaments Director at the Ministry of Defence Mr. Morten Tiller described how we must cooperate to develop defence capabilities and technology in order to maintain common security. Norway is the fourth largest exporter of defence material to the US. We are all part of a global supply chain of integration, defence, and transparency,” says Didrik Bech CEO of Elmatica.
Successful penetration of the US defense market
Non-resident senior fellow at the Atlantic Council Mr. Bill Greenwalt pointed out how Norway has been quite successful in penetrating the US defence market. The acquisition process in the US has increased from 5 years to 15 years and it creates a challenge for the US defence capabilities. Greenwalt points out how these long term programs and processes create challenges for their partners.
Is an ITAR free zone the solution to unnecessary challenges?
Senator McCain’s activity supported the cooperation between allies and NATO countries and focused on strengthening the industrial base between countries to reduce the acquisition period. Greenwalt stressed how the combined engineering and economic resources of the US and its allies are over 1,2 billion people with unprecedented engineering capabilities. ITAR was specifically addressed as it creates unnecessary challenges between allies and NATO members an ITAR free zone was discussed. Working together is the only way to secure our future.
Debate on strategic choices
The session arranged by FFI and FSi was wrapped up with a debate between Mr. Bill Greenwalt from the Atlantic Council, Mr. Chris Lombardi Regional Director Europe Raytheon International, Ms Pamela Willgohs Executive Vice President Business Development/Marketing & Sales Kongsberg Defence and Aerospace, Mr. Kjell Kringsjå Senior Vice President Business Development Nammo and Mr. Ole Aguirre Vice President Strategic Commercial Initiatives Flir Systems.
The discussion focused on how one should have a concrete strategy from the beginning of a product development process to actively reduce the likelihood of the product being ITAR infected. An ITAR free zone was discussed at the panel and all parties would like simpler and stronger and better regulations to secure our defense capabilities in NATO.
